Air Safety Support International's (ASSI) Policy Statements are contained in Part 1 of the Policy and Co-ordination Manual (PacMan). These are subject to ASSI's formal consultation process and Directors of Civil Aviation (DCAs) will normally have 4 weeks to submit comments on a Policy Statement before it comes into effect. ASSI's formal consultation process is set out in Policy Statement No 30 'Consultation'.

Policy and Co-ordination Manual (PacMan)

The Policy and Co-ordination Manual (PacMan) is intended to achieve two objectives:

  • To provide a single point of reference of the defined technical policies of the company; and
  • To provide a single point of reference defining the procedures for interaction between the company and the Territory OTAAs.

It is intended for the use and guidance of regulatory staff of the Territories and for the staff of ASSI. It is a working level document, intended for routine reference and use.

  • PacMan is one of the three key documents controlling the process of regulation in the Territories along with:
  • The OTAA management systems and technical procedures where PacMan Part 4 Technical Procedures are not used by the OTAA; and
  • The ASSI Company and Regulatory Management System.

In order to achieve the above, the document is divided into four parts:

  • Part One - Policy Statements
  • Part Two - Working Relationship Guidelines (restricted to DCA and ASSI staff and not available for download)
  • Part Three - Co-ordination Procedures (restricted access). Part 3 of PacMan is available under the Exchange area. If you have appropriate access permissions please log-in and click on "PacMan" under the Exchange heading.
  • Part Four - Technical Procedures (restricted access). Part 4 of PacMan is available under the Exchange area. If you have appropriate access permissions please log-in and click on "PacMan" under the Exchange heading.

Parts One and Three are equally applicable throughout the Territories. Part Two, however, defines the specific working relationships between an individual Director of Civil Aviation (and their department or authority) and ASSI. Part Four comprises common technical procedures for use by ASSI and the Territories if they wish to use them.
